Abstract: The rapid technological developments that occur in the industrial revolution era 4.0 make the world of education must prepare and adjust the curriculum design in each disciplines. One of the strategic steps taken is to encourage HOTS (Higher Order Thingking Skills) oriented in learning. For this reason, a design is needed to prepare HOTS-based learning processes in Arabic. This paper focuses on three things, namely, HOTS-based learning design, HOTS-based learning model, and learning media that encourage the achievement of HOTS. This writing uses descriptive analysis method. The results of writing are HOTS-based learning designs, the selection of project-based models as an alternative learning model that promote HOTS, and some ICT-based learning media that teachers can use in the learning process.
